The Dust Group, LLC has been in existence since 2010. It was formed by Philip Harloff, who left Raymond James after 18 years and the title of Managing Director.

Mr. Harloff’s role was to consult with municipalities and public authorities, in particular housing and health care housing providers, in all facets of their business. (attached is Mr. Harloff’s resume).

  • Started Financial Advisory and Structuring Agent Service

  • Assist in Structuring NIBP Program for Issuers

  • Review and Assist in preparing Budgets, reviewing Budgets

  • Prepare RFP’s, Guidelines and Multi-Family Applications

  • Work with developers on preparation of multi-family transactions

  • Process Multi-Family transactions for Issuers, including review of

January 1993 – March 2011

  1. Expanded the Housing Group from one full time person in 1993 to six (6) full time employees in the most difficult housing market since the depression.

  2. Developed housing client base from less than $10 million as lead banker in 1994 to over $600 million in 2009 and have been in top ten (10) underwriters of housing bonds for last two years in tough market.

  3. Underwrote over $3,000,000,000 of housing bonds (single and multi-family) as Senior Manager since 1994.

  4. Created relationships with most developers of affordable housing multi-family projects throughout the Country.

  5. Creation of new and innovative bond structures for Housing Finance Authorities.

  6. Speaker on conference panels concerning multi-family and single family financings.

 

New York Job Development Authority

August 1979 - September 1992

  1. Issued over $ 1 billion in municipal securities, including fixed and variable tax-exempt and taxable bonds, commercial paper and interest rate swaps for industrial development and multifamily projects.

  2. Administered a $30 million budget.

  3. Approved Purchases and Contracts.

  4. Supervised a $250 million loan portfolio.

 

New York State Urban Development Corporation

October 1976 - August 1979

  1. Developed and administered multi-family housing programs with governmental agencies.

  2. Supervised and audited rental housing programs for 25 counties in New York State.
